If you are eligible to renew by mail, they will send you a notice and you fill out the form and send it back with a check.  You don't need a vehicle registration.  

But if you were ineligible to renew by phone, I'm guessing you're ineligible by mail too.  Remember that you can only get 2 consecutive renewals by mail in California.  After that, you're due for a new picture and you must go in person.</description>

Plain and simple, just go to the DMV.  Renewal by mail is usually a hassle anyhow.</description>
