The only way to get her name off the registration, is to get it off the title. She has to sign the back of the title over to you.
If there’s a loan on the car, she can’t do it. If there isn’t, just have her sign the back of the title, then you go and retitle it to just you, and reregister it to just you - and of course, you get the insurance in just your name.
