Call DMV and see what they want you to do. I know your not going to get the reg stickers until the car is smogged. However in the database it’ll say something like registration pending, fee’s paid. Being the fees already late I don’t know if your allowed to drive the car on city streets, I know if you submit the fees on time your allowed to drive the car while you get around to smogging it but in your case that will depend on the Officer who pulls you over. Has the car already failed a smog inspection? If it has, it is not legal to drive a car that has an emission system that is not in proper working condition. However if you perform the repairs, pass smog DMV will release the tags and you’ll get them in a week or two with no further contact to or from them. Don’t wait too long DMV will hold your license for unpaid fees!
