Question about smog /registration fees/ can a collection agency issue a registration sticker to you?

So the car needs smog repairs, i only have the $ for registration fees right now, so I have the money order for that , its ready to be mailed in, but this time the letter wasn’t from the California DMV, but from the state franchise board collection agency because my registration was about half a year late and they sent it to collections, how will I be sent a registration sticker in the mail to stick to my car ? so that I am allowed to drive my car with no hassle now that I have paid the registration fee?The money order was to be made out to vehicle registration collection of Ca, not to the DMV ? So now what? Should I just mail the money order to the DMV with their name on it instead? Call DMV and see what they want you to do. I know your not going to get the reg stickers until the car is smogged. However in the database it’ll say something like registration pending, fee’s paid. Being the fees already late I don’t know if your allowed to drive the car on city streets, I know if you submit the fees on time your allowed to drive the car while you get around to smogging it but in your case that will depend on the Officer who pulls you over. Has the car already failed a smog inspection? If it has, it is not legal to drive a car that has an emission system that is not in proper working condition. However if you perform the repairs, pass smog DMV will release the tags and you’ll get them in a week or two with no further contact to or from them. Don’t wait too long DMV will hold your license for unpaid fees!
