Question about smog certificate, DMV registration / can a collection agency issue new registration sticker?

So the car needs smog repairs, i only have the $ for registration fees right now, so I have the money order for that , its ready to be mailed in, but this time the letter wasn’t from the California DMV, but from the state franchise board collection agency because my registration was about half a year late and they sent it to collections, how will I be sent a registration sticker in the mail to stick to my car ? so that I am allowed to drive my car with no hassle now that I have paid the registration fee?The money order was to be made out to vehicle registration collection of Ca, not to the DMV ? So now what? Should I just mail the money order to the DMV with their name on it instead? Also If your car needs smog repair, and you just mail in the registration fee but have not gotten it smogged yet what then?
