I have been having issues with the DMV in California for a while now. Apparently, I am suspended for not having insurance (even though I am insured and have sent proof of it twice). So, I called the Vehicle Registration Financial Responsibility Program. The first time I was told that I wasn’t really suspended and that I could go to the DMV and pick up my stickers. So, I go to the DMV and lo and behold, I am suspended. Then I call the Program again and am told that I am not even on record. I had to wait 72 hours for them to send some stuff to the DMV and then I had to check back with them. It’s been more than 72 hours later and I am still not on record. Now, here is the fun part.
I am a student attending college in California and for some reason I decided to register my car here. Bad idea. School is almost up and I will be heading home soon. Once I’m home I won’t be able to do anything in person regarding the DMV in California. So, my mega huge question here is can I register my car to the state of Utah with an incomplete renewal in California?

My license to drive and my car’s registration are honored and valid in all other states so long as I remain a non resident. Unless there is reciprocity my license for concealed carry or to practice medicine are not. Makes sense, but as the function and purpose of a vehicle is to travel the laws seem a bit inconsistent.
Fred, if I understand your answer correctly, I think you may have misconstrued my point and you actually make an argument supporting my position. An example using window tinting as believe it to be the most obvious.
As an Oklahoma resident, my car has window tinting that meets the requirements of Oklahoma law.
I drive to Los Angeles CA on vacation. The tint is darker, on one or all windows, than is allowed by CA state law or even LA local ordinance.
I can be cited, forced to remove the tint, have the vehicle impounded and be fined if I refuse.
I wonder about, and disagree with their ability to do this.

And if you mail it to them instead of the DMV how will you get your registration sticker? They aren’t the DMV?
What if the car also needs to be repaired because it failed smog? Then what?

So the car needs smog repairs, i only have the $ for registration fees right now, so I have the money order for that , its ready to be mailed in, but this time the letter wasn’t from the California DMV, but from the state franchise board collection agency because my registration was about half a year late and they sent it to collections, how will I be sent a registration sticker in the mail to stick to my car ? so that I am allowed to drive my car with no hassle now that I have paid the registration fee?The money order was to be made out to vehicle registration collection of Ca, not to the DMV ? So now what? Should I just mail the money order to the DMV with their name on it instead? I drive my mom’s truck, but we are both on the insurance. The registration is solely in her name. We are getting it changed but there is a delay on her side with the bank that is financing it. Does the registration need to be in my name as well for me to get on post? Or is it enough that I am on the insurance and her name is on both? By the way she lives in California so I can’t take her in to explain it to the gate personnel.
