In CA, Do you mail your late DMV payment to the DMV or the collection agency? What if you need to pass smogg?

In Los Angeles County if the DMV didn’t get a payment for your registration and refers someone to a collection agency known as the “State of California franchise tax Board Vehicle Registration Collections” , if you decide to mail your payment into the DMV instead of them what might be the result?
And if you mail it to them instead of the DMV how will you get your registration sticker? They aren’t the DMV?
What if the car also needs to be repaired because it failed smog? Then what?

If your car needs smog, you sending in the payment won’t do a bit of good.
Secondly, if the collections agency wants your money, send the payment to them. Makes no sense to even think about sending it somewhere else.

you need to go stand in line at the dmv and find out what your late payment fees are and pay reg,late fees, and non-operation until you can get it smogged ok. that will stop more fees accurring. as for smog ,if it fails take it to a calif refferee and find out what exactly you have to fix.
