I need sales tax help on a vehicle in California?

Here’s a story which sums up what I’m experiencing:

Sally owned a car that was registered in New Hampshire. She moved to California, registered the car (which was valid through 2007) and then sold the vehicle to Mark.

Mark had the vehicle for only a month. He did not register the car under his name, the registration was still in Sally’s name, and Mark did not pay sales tax on the vehicle.

I buy the car from Mark. I am leasing it through a bank. The bank calls and says, “Did Mark pay sales tax? I contact this near stranger to ask if he has proof that he paid sales tax. He said that 1) he is not obligated to register the car since the registration was valid up to and through the time he sold it to me, and 2) he should only have to pay sales tax on it if he made a profit, which he did not.

Now the bank tells me that if Mark won’t pay the sales tax, I will have to. I already paid my sales tax, and did all the things I was supposed to do. I’m stuck. What do I do now?

    He is wrong. DMV says you must register and pay “use” tax on a car within 10 days of purchase.
