You can't do anything.  Drive it to her house and dump it there.

Legally if she is the only person on the title, she is the only legal owner.

If she won't give you the title, and the title is in her name only, it is her car, and you are driving it.  She could even say you stole it if she really wants to be difficult.  

I would call the California dmv anyway and talk to them.  They do things a little bit differently.</description>

If she wont let you have the title, then she is lying about not wanting the car.  Sounds like she is just giving you a hard time.  My advice is to buy a new car, then park HER car in the middle of a NO PARKING zone, lock the keys in it, and walk away.</description>

Unfortunately, nothing.  You can't register a vehicle that isn't yours.  If she won't give you title, it's her car. If she still won't budge on signing it over, sorry, nothing you can do except perhaps park it, and tell her to either come and get it or you will charge storage.  Check CA law about obtaining a lien on an 'abandoned' vehicle, or ask a local friendly tow company what the law is there.</description>
