Can I register my car to the state of Utah without a complete renewed registration in California?

I have been having issues with the DMV in California for a while now. Apparently, I am suspended for not having insurance (even though I am insured and have sent proof of it twice). So, I called the Vehicle Registration Financial Responsibility Program. The first time I was told that I wasn’t really suspended and that I could go to the DMV and pick up my stickers. So, I go to the DMV and lo and behold, I am suspended. Then I call the Program again and am told that I am not even on record. I had to wait 72 hours for them to send some stuff to the DMV and then I had to check back with them. It’s been more than 72 hours later and I am still not on record. Now, here is the fun part.
I am a student attending college in California and for some reason I decided to register my car here. Bad idea. School is almost up and I will be heading home soon. Once I’m home I won’t be able to do anything in person regarding the DMV in California. So, my mega huge question here is can I register my car to the state of Utah with an incomplete renewal in California?
