Depends on a few things.  

The most important thing is how long the registration has been expired.  California law allows for a vehicle with registration expired over six months to be impounded.  If the registration hasn't been expired that long, the vehicle can't be towed for expired registration.</description>

Usually they would just issue a ticket, but they probably won't let you drive away with an illegal car.  They could tow it if they wanted to.</description>
