California Impounded Vehicle. what is liability of owner?
A bit tough to follow but here is the situation.
My friend got his car from his girlfriends Mom. The title is technically in his name but I dont think the DMV was ever legally notified of the transaction that changed the ownership.
My friends car is now impounded (for having out of date tags and being reported as an abandoned vehicle)
So they wont release the car until registration is paid. So I have two questions. 1) If my buddy brings the title to the DMV will he be able to register the car himself or will he need to bring his GFs mom?
Also, he is thinking that he may not be able to afford getting it out. So he is thinking about letting it go to auction. So Question number 2) Who will be legally and financially responsible for the balance after the auction, my friend or his GFs mom and will it end up hurting their credit if they dont pay?

Your friend can take the title to the DMV, pay the registration, and late fees. Then pay the impound fees and get the car out.
If the mom has never reported the change in ownership to the DMV. Then she is responsible for the car.
