Buy a new car and list it as “plan non-operation” to avoid registration/taxes?

I’m a resident of California and would like to export a couple of cars to a dealer outside of the US. If I buy a car in California, I’d have to pay for registration/taxes before being able to export it.

What if… I buy the car in Oregon, so there’s no tax assessed, and since I plan to export it, I can list it as “plan non-operation” so I don’t need to pay vehicle registration. I can have the car picked up and shipped overseas without having to drive it off the lot.

Is that a possibility? and … legal?

    Get a vendors number and declare your business.. Then you can avoid the state sales tax. Too wit you buy and sell wholesale… You cannot escape registration fees. You must transfer the title to your business name and receive a clear title to sell/transfer the car to a buyer…Jumping title and you could be charged with rackteering..
    What you want to do is not legal and tax evasion is the crime. Al Capone received 11 years in prison for that crime…All business have financial records…
    When the cars arrive at port the owner has to have a title in his name to get the car at port… You need papers that you put the car on the boat… So leaving the car at the lot is not done… You can export cars but do it legal… .
